Remodeling magazine's 2025 Cost vs Value report prices its upscale bath remodel at $90,686 in the New York, NY metro, $90,090 across the Middle Atlantic and $81,612 nationally; at resale the New York job returns $36,380, or 40.1% of its cost. Its upscale bathroom addition, a new 100-square-foot primary bath, costs $126,509 in the same metro. Fixr's New York State page averages a master bath at $32,701, within $18,510 to $46,892, and puts its luxury tier at $30,850 to $67,870. Steam, floor heat and lighting all add electrical work, and electricians in the Hudson Valley region, which includes Westchester, average about $81,097 a year in the State Labor Department's figures updated to the first quarter of 2026. A stand-alone bathroom design fee is taxable under Tax Bulletin ST-400, while the remodel itself, documented with Form ST-124, carries no sales tax on your bill.

Each system is specified by maker and rating. The steam shower is fully enclosed, walls, door, floor and ceiling, as Mr.Steam's manual requires, with the gasketed door it recommends, a ceiling sloped 1 inch per foot in ThermaSol's figure, and a 20-mil vapor retarder such as Schluter KERDI-DS, rated at 0.19 perms, behind the tile. The floor heat is an electric mat set in thinset under the tile. The shower valve is thermostatic, holding the temperature you set while separate volume controls run the head, the hand shower and any body sprays. NKBA's guidelines set the plan around them: two lavatories at least 36 inches apart on center, with a 20-inch minimum from each centerline to a side wall, and a toilet compartment no smaller than a 36-inch by 66-inch rectangle, with a swing-out or pocket door. The systems shape the permit. ThermaSol's PRO Series generators need a 208-240V single-phase supply on a dedicated breaker, and ThermaSol requires an electrician for all electrical work; Westchester County requires electricians and plumbers to hold a County trade license, and section 111-18C of the City Code has the electrical contractor submit a certificate of satisfactory completion from the New York Board of Fire Underwriters or another inspection agency the City has authorized. The steam supply runs in copper or brass, never PEX or PVC, under the master plumber's permit. Design changes after filing go back to the Bureau of Buildings as an amendment, requested in CitySquared under Buildings, so we settle the selections before we file. New Rochelle has 12,506 detached houses, 38.1% of its housing units (ACS 2020-2024), and in some of them a primary suite meets exterior rules too. In Rochelle Park-Rochelle Heights, listed on the National Register in 2005 and the city's first local historic district, the Historical and Landmark Review Board does not consider interior changes to a private home (City Code section 170-5B), but a new window or exhaust vent visible from the street can need a certificate of appropriateness under section 170-5A. Stone floors raise a structural question: for natural stone over wood framing, the Ceramic Tile Education Foundation calls for a floor twice as stiff as one under ceramic tile and two plywood layers under TCNA method F250 STONE. A primary suite starts with a design meeting at the house. We measure the suite, find a place for the steam generator within ThermaSol's 50-foot limit, such as a closet, a vanity cabinet or a conditioned attic or basement, check the electrical panel for a 240-volt circuit, and note which walls face the street. Then come drawings and samples, with each stone slab tested before it is chosen, and a written specification listing every system by make, model and rating, which becomes the materials list General Business Law section 771 requires in the contract. Signs your primary bath no longer fits how you use it

A primary bath tends to fail on use before it fails on condition: two people sharing one sink, a cold floor in January, a shower that cannot do what you ask of it. Each sign below comes with the guideline or figure that measures it.

  • Two people sharing one sink, or two sinks crowded together, where NKBA plans at least 36 inches between the centerlines of two lavatories.
  • A toilet in full view of the door or the vanity, where NKBA sizes a separate compartment at no less than 36-inch by 66-inch.
  • A stone or tile floor that is cold underfoot from December through February, when Westchester County Airport's normal mean temperatures are 35.1, 29.8 and 31.9 degrees.
  • A single-handle valve that cannot run a rain head and a hand shower together at the volumes you want.
  • A mirror that stays fogged long after a shower in a room over 100 square feet, where the Home Ventilating Institute adds 50 CFM of exhaust per fixture.

Steam shower engineering: enclosure, slope, generator sizing, power

Every steam detail follows from containing vapor. Mr.Steam's residential manual requires full walls, door, floor and ceiling, recommends a gasketed door and notes that a ceiling over 8 feet may need a higher-rated generator; ThermaSol recommends no ceiling above 10 feet and a slope of 1 inch per foot so condensate runs off instead of dripping. Walls and ceiling must be water-resistant and non-porous, such as tile, marble or tempered glass, over slip-resistant flooring, and the TCNA Handbook details steam rooms in methods SR613 and SR614 with an ANSI A118.10 membrane behind the tile. Sizing starts with volume.

Mr.Steam multiplies length by width by height, then adds 50% when the walls are natural stone, marble or glass and 15% for each foot of ceiling above 8 feet; ThermaSol's PROIII-240 serves up to 240 cubic feet at 10 kilowatts and a 46-amp draw. ThermaSol mounts the steam head 24 inches above the floor and 6 inches from any corner, away from the seat, while Mr.Steam places it 6 to 12 inches above the floor. The generator sits outside the steam room over the drain pan ThermaSol requires, with an accessible brass shut-off on its supply and the steam line insulated on runs over 10 feet. Mr.Steam suggests feed pressure of 15 to 20 psi for quieter operation and a drain-valve flush every 2 months, more often in hard water; the New York City supply behind New Rochelle's water averaged two grains per gallon in DEP's 2025 report, which DEP classes as soft.

Radiant floors, towel warmers and vanity light: the electrical layer

NKBA asks designers to consider a supplemental heat source in every bathroom, and in a stone primary bath we put it in the floor. Nuheat's standard mats are 1/8 inch thick, put out 12 watts per square foot and come in over 60 standard sizes at 120 V or 240 V; its cable runs at 12 or 15 watts per square foot, with kits covering up to 120 square feet at 120 V and 240 square feet at 240 V. The mat is set in thinset on the subfloor and the tile or stone goes straight over it. Each Nuheat thermostat has built-in GFCI protection and a 15-amp rating, and WarmlyYours, another maker, notes that owners typically set floors at 80 to 84 degrees F. Angi prices a heated floor for a 100 sq ft large master at about $2,000, within $1,200 to $3,000.

A towel warmer draws 60-240W, carries an IP44 rating against splashing and goes on a GFCI-protected circuit or outlet, plug-in or hardwired; WarmlyYours suggests a timer set 30 to 60 minutes before your morning routine. At the vanity, NKBA advises sconces beside the mirror as well as light from above, with LEDs around 3500K. The Department of Energy notes that the R9 value, saturated red, matters most for skin tones, and a lighted mirror such as Electric Mirror's Integrity specifies 3,000K and a color rendering index of 90 or more. Freestanding tubs and thermostatic valves: floors, heaters, scald limits

A freestanding tub adds two loads a room may not have been built for: weight on the floor and demand on the water heater. Kohler's buying guide tells owners to be sure the floor can support the full bath and that the water heater can supply enough hot water. Its 5.5-foot cast-iron Bellwether weighs 380 lbs empty and holds 49 gal, and water at 70 degrees F weighs 8.329 pounds a gallon, so the filled tub puts about 788 lb on the floor before anyone steps in; an American Standard acrylic tub of similar capacity ships at 97.0 lb. For the heater, the Department of Energy's Building America guidance sizes by first-hour rating rather than tank volume, choosing a model within about 2 gallons of the household's peak-hour demand, and counts a bath at 20 gallons of hot water.

The valve rules differ by fixture. A shower takes an ASSE 1016 automatic compensating valve, pressure-balancing, thermostatic or a combination of the two, whose installer-set limit stop holds the outlet at or below 120 degrees F, while a tub filler is typically protected by an ASSE 1070 temperature-limiting device, a standard written for sinks, bidets, lavatories and bathtubs that, in ASSE's words, is not designed to address thermal shock. ASSE adds that seasonal swings in cold-water temperature can require resetting the limit stop, and Kohler notes that a pressure-balancing valve, unlike a thermostatic one, does not compensate for changes in supply temperature.

Marble, quartzite or porcelain slab for walls and vanity

Stone decides a primary bath's budget and its upkeep together. The Natural Stone Institute sorts stone by chemistry: calcareous stones such as marble are mostly calcium carbonate and react to acids, while siliceous stones such as quartzite are mostly silicates. Gauged porcelain is a manufactured alternative with its own ANSI standard. We bring samples of each and test them in front of you.

Marble, honed or polished

Acids such as lemon juice or vinegar dull or etch marble, so the NSI recommends mild, non-acidic cleaners and a squeegee after each shower to limit soap scum. Stone sealers, the NSI explains, are impregnators that make stone stain resistant, not stain proof. Light etching on polished marble is restored with marble polishing powder. In a steam room, Mr.Steam lists marble among acceptable surfaces, and its sizing worksheet adds 50% to the room volume for stone walls.

Quartzite, after a real test

Quartzite is almost entirely quartz, 7 on the Mohs scale, and will not etch from lemon juice or vinegar, in the NSI consumer guide's words. The catch is labeling: some stone sold as quartzite is marble or dolomitic marble. Real quartzite scratches glass easily and shows no etch after lemon juice sits on it for 15 minutes, so we run both tests on the slab you choose. Dense quartzites need no sealer; less dense ones benefit from one.

Gauged porcelain slab panels

Porcelain absorbs 0.5% of water or less under ANSI A137.1, and gauged porcelain panels are covered by ANSI A137.3 and set under A108.19. Panels 3.5 to 4.9 mm thick go on walls only; 5.0 to 6.5 mm panels may go on floors and walls. Slabs as large as Laminam's 1620 x 3240 mm leave few joints on a shower wall, but the standard requires installer training, and Laminam's guide calls for suction-pad frames or enough hands to lift them.

How much does a steam shower add to a master bathroom?

The generator is only one line in the published totals. Angi averages professional steam shower installation at $4,300 within $2,800 to $7,100, up to $25,000 for a custom design, and prices the generator alone at $600 to $2,500. HomeGuide gives $3,000 to $10,000 installed and $800 to $4,000 for the generator, and Fixr gives $8,000 to $15,000, with $25,000 for a 60 x 60-inch porcelain-slab steam shower. Running costs are small: ThermaSol puts a 20- to 40-minute session at 2 to 4 gallons of water and 2 to 3 kWh.

Is a heated floor worth it in a primary bath?

That depends on how you use the room, but the published numbers are modest. HomeGuide prices electric radiant heat at $8 to $15 per square foot installed and a primary-bath floor at $700 to $8,800, and puts operating cost at $5 to $10 or more a month, where Angi says $10 to $30. One in five renovating homeowners (20%) chose heated flooring in Houzz's 2025 study, and NKBA's guidelines ask designers to consider a supplemental heat source in every bathroom.

Do I need a separate toilet room in a master bath?

If you want one, NKBA's guidelines size it at no less than 36-inch by 66-inch with a swing-out or pocket door, and Remodeling magazine's upscale bath includes a compartmentalized commode area with a one-piece toilet. The model code's light-and-ventilation section treats a water closet compartment the way it treats a bathroom, so a toilet room without a window needs artificial light and its own local exhaust. How long does a master bathroom remodel take?

The published ranges are wide. NKBA, as quoted by Houzz, gives six weeks to eight months or more for a bathroom remodel, and HomeGuide 2 to 8 weeks or more for an average master bath. Custom cabinetry takes 2 to 4 months to build and install in HomeGuide's estimate, while one vanity maker, Strasser, quotes 3 to 4 weeks for production and shipping. Houzz also lists specialty finishes among the slowest items, black nickel for one, which often has to be custom plated, so we order the long-lead items before demolition.
