Bathroom remodeling in Eastchester, NY can involve any of three building departments. The Town of Eastchester includes the incorporated villages of Bronxville and Tuckahoe, and each village keeps its own office: Tuckahoe's at Village Hall, 65 Main Street, and Bronxville's at 200 Pondfield Road. The rest of the Town, the unincorporated area, is handled by the Town Building Department in Room 216 at 40 Mill Road, with weekday hours of 8:30 a.m. to 4:30 p.m. Which office it is decides the forms, the trade licenses and even the hours a saw may run.
Stone has a long history here. The Town opened its first marble quarry in 1821, the quarries produced heavily for almost a century, and the one-room Marble Schoolhouse on California Road, built in 1835 of Tuckahoe marble, has been on the National Register since 2005. The Town's building permit application package, dated January 5, 2024, is a set of PDF forms with no online portal; separate plumbing and electrical applications sit beside it, with a certificate application for the end of the job. The package accepts the ACORD form for liability insurance and nothing else, so workers' compensation and disability proof go on the State's forms: C-105.2, DB-120.1 or a CE-200 exemption, all explained in our permits and inspections guide. It asks for the Westchester County contractor's license, one set of drawings sealed and signed by an architect or engineer holding a New York State license, and electrical, plumbing and HVAC schematics. The estimated cost must include everything, cabinets and labor among it, even the owner's own labor; our cost page shows the published ranges that estimate starts from. Once the work passes every inspection, the owner applies for a certificate of occupancy or compliance, which carries its own fee.
The Town's page on hiring a contractor tells owners to make sure a contractor is not on Westchester County's renegade renovators list, links the County's searches for home improvement license holders and for master electricians and master plumbers, and points to EPA's database of lead-safe renovation firms; it adds that the Town is precluded from recommending contractors. Those lead-safe rules matter in a Town whose median house dates from 1951: any pre-1978 job that opens up over six square feet of painted wall or trim per room is regulated renovation under the EPA's program. Asbestos follows a different date. Rule 56 of the State Industrial Code adds an asbestos survey ahead of renovation for buildings dating from before January 1, 1974, and the building department that issues the permit receives a copy.
Tuckahoe runs its own permit desk at Village Hall. Its building application asks for three sets of plans signed and sealed by an architect or engineer, a copy of the contractor's County home improvement license, a C-105.2 naming the Village as certificate holder, a DB-120.1 or the State waiver, and liability coverage naming the Village. Plumbing and electrical work must be done by holders of Village licenses: a plumbing permit goes only to a plumbing contractor holding a Village license, which the Village grants only to holders of a County master plumber license or a Village license, and the license holder files in person. The electrician selects an inspection company authorized in the village, which endorses a certificate of completion. Inspections need 48 hours' advance notice, the certificate of occupancy fee is paid when the building permit issues, and the certificate is issued, where appropriate, within 30 days of application.
Tuckahoe's construction hours carry an exception that suits interior work. Section 15-41(a)(9) bars construction from 7:00 p.m. to 7:00 a.m. on weekdays, before 9:00 a.m. and after 5:00 p.m. on Saturdays, and all day on Sundays and legal holidays, but those limits do not apply to interior work when no noise or other evidence of it can be detected outside the building or by other occupants. Saturday work outside the nine-to-five window needs a building permit from the Building Inspector, as does any work on a Sunday or legal holiday, and we keep demolition and the cutting for a tile installation inside the permitted windows. Old tile and wallboard leave with us on both sides of the line: the Town does not accept construction materials such as tile and sheetrock, a container on a Town road falls under the Highway Department's street and sidewalk permit fees, and a Tuckahoe dumpster permit is signed by both the Building Inspector and the Police Chief.
For the unincorporated Town, County Planning's tabulation of ACS 2013-2017 estimates gives a median year built of 1951, with 2,657 of 8,322 occupied homes dating from 1939 or earlier and 2,352 from the 1950s; Tuckahoe's median is 1957. Across the whole Town, villages included, the 2020 Census counted 34,641 residents, and 72.3% of homes are owner-occupied in the 2020-2024 estimates, against 42.9% in Tuckahoe. Veolia's Rate District 1, New Rochelle's district, serves the Town and Tuckahoe, buying its water from the New York City system, though the Town's snapshot page still calls the utility United Water. The Town lies in the Hutchinson River watershed, whose Westchester portion is 45% impervious cover, Tuckahoe's flood law applies the 50% substantial-improvement test, and the Town is Bronxville's partner on the Crawford Drainage Basin flood project. The Harlem Line stops at Crestwood and Tuckahoe, and Lake Isle Country Club and Chester Heights Park on Oregon Avenue are Town facilities.

Is my house in the Town of Eastchester or the Village of Tuckahoe?
Look past the name. Because the Town of Eastchester includes both villages, the word Eastchester alone does not settle which office permits the work. For those three, the County's directory of building offices gives the Town at 40 Mill Road, Tuckahoe at 65 Main Street and Bronxville at 200 Pondfield Road. Every permit application carries the property's tax map number, and we match it to one of those offices before any drawing or deposit.
Does a bathroom remodel in Eastchester need ARB approval?
Not when the work stays inside a one- or two-family house. The Town's application package sends new construction to the Architectural Review Board and the Planning Board, along with additions or alterations exceeding 30% of a street-facing elevation's square footage, and says that below that threshold their approval is not required. A full bathroom remodel inside the walls goes straight to the building permit. The board, which advises the Planning Board, typically meets on the first Thursday of the month at 7 p.m., with no meetings in July, August or December.
