Bathroom remodeling in Pelham, NY goes through a village office, never the Town. The Town of Pelham is made up of two independently incorporated villages, and the County's 2021 hazard mitigation plan states that all permitting information is held by the villages. The Village of Pelham is the triangle at the north end, 0.82 of the Town's 2.1 square miles, and runs its own Building Department, which the County's list of local building departments places at 195 Sparks Avenue. The remaining 1.3 square miles are the Village of Pelham Manor, whose Building & Zoning Department enforces the village codes from Village Hall at 4 Penfield Place. Most of Pelham's houses predate 1940. Census Bureau tables from the 2024 five-year American Community Survey place 1,456 of the Village of Pelham's 2,458 housing units in the 1939-or-earlier group, about 59 percent, along with 1,420 of Pelham Manor's 1,978, about 72 percent; in both villages the median year built falls in that earliest interval. The 2020 Census counted 7,326 residents in the Village of Pelham and 5,752 in Pelham Manor, where the 2020-2024 estimates show 92.2% of homes occupied by their owners. Pelham's two village building offices and its pre-1940 houses
In houses this old, two rules shape the demolition. The State Labor Department's asbestos rule, Industrial Code Rule 56, requires a survey before anyone renovates a building whose original construction began before January 1, 1974. The survey identifies suspect material in the part of the building being remodeled; one copy goes to the village office that issues the permit and another stays on site for the length of the job. For houses built before 1978, the EPA's Renovation, Repair and Painting rule requires a renovation firm holding EPA or state certification, the Renovate Right pamphlet in the owner's hands no more than 60 days before work begins, and no open-flame burning of painted surfaces. The County and State rules are the same in both villages. Westchester County requires a home improvement contractor to hold a county license whose number appears on every contract, invoice and proposal, and the Department of Consumer Protection keeps a list of renegade renovators to avoid. Plumbers and electricians need their own County trade licenses. New York's General Business Law section 771 requires a written contract signed by both parties, with the start and substantial-completion dates, the work and materials by make and model, the price and a three-day right to cancel; the published ranges behind our prices are on our bathroom cost page. Deposits go into an escrow account in a New York bank within five business days, or are covered by a bond, as Lien Law section 71-a requires.
Neither village can issue a building permit without proof of workers' compensation and disability benefits coverage. The State's handout lists the accepted forms: C-105.2, or U-26.3 from the State Insurance Fund, for workers' compensation; DB-120.1 for disability and Paid Family Leave; or a CE-200 exemption for a business with no employees, issued for one permit at a time. ACORD certificates are not acceptable proof. Once issued, the permit stays displayed at the worksite until the project is complete, as the statewide rule requires.
Both villages share New Rochelle's water utility district. EPA's record for public water system NY5903444, Veolia Water New York's Rate District 1, lists Pelham and Pelham Manor among its municipalities, and Veolia states that the water comes entirely from New York City's Catskill and Delaware systems. For the monitoring period that began in 2025, EPA's data show a lead 90th percentile of 12.2 parts per billion for the district, against an action level of 15. The State's inventory for the whole district, revised in August 2024, counts 8,008 lead service lines among 32,470, and EPA notes that lead pipes are more likely in homes built before 1986. When a full bathroom remodel opens the walls, we note what the supply piping is made of. Pelham Manor lies within the New Rochelle sanitary sewer district that Westchester County runs.
Water also arrives from outside. The Hutchinson River runs along the Town's entire western boundary, and its eastern edge includes a short stretch of coastline and part of Glen Island Park on Courtney's Bay. Pelham Manor's annex of the County plan flags drainage needs on Witherbee Avenue and Highbrook Avenue and a Country Club Lake storm drain without the capacity to handle stormwater; the village recorded damage from Tropical Storm Isaias in August 2020, and FEMA's July 2021 figures count 67 flood insurance policies and 14 repetitive-loss properties there. We ask the village building office for the flood map and its substantial-improvement rule before pricing a house near the river or the Sound. Does a Pelham bathroom need a building permit?
A remodel that moves plumbing, wiring or framing does. Under 19 NYCRR 1203.3, every local program must require permits for work that has to meet the Uniform Code, and a village may exempt only listed categories, such as tiling, where its program says so expressly; exempt work must still meet the 2025 Uniform Code. Should I take out the Pelham permit myself?
We file it. Westchester County's consumer office tells owners to be suspicious when a contractor asks them to get the permit, since it can mean the contractor lacks a license. An owner listed as general contractor for an owner-occupied house of one to four families files the Workers' Compensation Board's BP-1 affidavit instead of insurance certificates, attesting to doing the work, paying no workers, or holding homeowner's insurance while hiring fewer than 40 hours of work a week.
Is the water in Pelham hard?
Soft, by New York City's own scale. The city's 2025 supply report averages two grains per gallon of hardness, 32 milligrams per liter, across its own distribution system and counts up to 3 grains as soft; it averages a pH of 7.3.
