Bathroom remodeling in Harrison, NY starts with a paper application. Since September 3, 2024, the Building Department has not accepted applications through its eTRAKiT portal; every application is made in hard copy at the counter at 1 Heineman Place, open 9 a.m. to 5 p.m. (9 a.m. to 4 p.m. in summer), or by mail. The portal stays in use for paying on existing applications, reading review comments and scheduling inspections, which must be requested 24 to 48 hours ahead. Each application must be signed and notarized where applicable and must arrive with the application fee and, where one applies, the certificate of occupancy fee.

Chapter 105 sets the permit terms. An application needs at least four sets of construction documents, and the department's forms page carries a short form for residential building permits, separate electrical and plumbing-and-sewer permits, and a waiver for homeowners acting as their own contractor. Painting, wallpapering, tiling and similar finish work need no building permit, nor does replacing equipment where the replacement keeps the equipment's listing and original specifications. A building permit becomes invalid unless work starts within 6 months of issue, and it expires one year after issue. Materials stored on a Town road need a permit under section 201-8 and may take up no more than 20% of the pavement width or 100 feet of its length, lit at night with red lanterns or flares, kept at least 10 feet from any hydrant and off any manhole, valve or catch basin.
