A bathroom remodel in Larchmont, NY begins with a map question: is the house inside the village line? The Village of Larchmont covers about one square mile within the Town of Mamaroneck, with Long Island Sound on one side and the Town on the other three. The Village's list of local roads, dated January 2023, places Larchmont Avenue and Chatsworth Avenue in the village, assigns Murray Avenue, Weaver Street, Myrtle Boulevard and Avon Road to the unincorporated Town, and splits Palmer Avenue and the Boston Post Road between jurisdictions. A house on the Town side is permitted by the Town of Mamaroneck under its own code, so we settle the jurisdiction from the parcel's tax map number before our designer draws a line.

Inside the village, the Building Department answers the permit question in its own FAQ: bathroom or kitchen alterations need a permit "because Building Code compliance must be checked." Section 334-6B of the Village code exempts tiling and similar finish work, but the FAQ answers the bathroom question with a plain yes, so we ask the department before treating any job as finish work; our tile installation page covers what a re-tile involves. Applications go to the Building/Engineering Department at 120 Larchmont Avenue, whose front counter is open 9:30 a.m. to 3:00 p.m. Filing is on paper: the 2026 application asks for two hard copies of the plans and specifications.

Larchmont Manor houses, the village permit and the Sound shoreline

The village's 6,630 residents, counted in the 2020 Census, live in houses older than the county's. The Census Bureau's ACS 2024 5-year estimates give Larchmont a median year built of 1940, against 1959 for Westchester County, and count 1,315 of its 2,642 housing units as built in 1939 or earlier. The Village's history notes that many of the large Victorian "cottages" of the late 19th century survive in Larchmont Manor. That age shapes the demolition plan. New York's asbestos regulation, Industrial Code Rule 56, makes a survey the first step in renovating any building started before January 1, 1974, and the permit office receives a copy; the Village's 2026 form lists a Rule 56 report only under demolition permits, and we apply the state rule to interior work as well. Lead is the second question: in a pre-1978 house, a job that disturbs over six square feet of paint in one room is renovation under the EPA's lead rule. Not every Larchmont bathroom sits in a house. Owners occupy 72.6% of the village's homes, by the Census Bureau's estimate for 2020-2024, and ACS table B25024 counts 676 of its units in buildings of 20 or more units, about a quarter of the total. In a co-op the proprietary lease and house rules govern work inside an apartment, and in a condo the by-laws and house rules do. In a 1990 case about a shareholder's renovation, New York's Court of Appeals reviewed a lease that barred any alteration of the water, gas or steam risers without the co-op's prior written consent, and held that courts will not substitute their judgment for a board acting for the cooperative, within its authority and in good faith. We read the building's documents before drawing a small bathroom remodel for an apartment, and we leave the risers alone unless the board consents in writing.

The Village's interior checklist sets out the permit file: the application with an affidavit of ownership, two hard copies of the plans, the contractor's Westchester County Home Improvement License with liability, disability and workers' compensation documentation, and individual trade permits. A master plumber holding a Westchester County Master Plumbing License files the plumbing permit, and that form records liability, workers' compensation, disability and the County license before it issues. Electrical work is filed with a third-party inspection agency rather than with the Village. Section 334-9C lists the inspections, among them the structural, electrical, plumbing and mechanical systems and a final inspection, and a certificate of completion or occupancy closes the permit. Under section 334-7C a permit becomes invalid if work is not started and diligently pursued within six months of issue, and every permit expires after 12 months, with extensions of up to 90 days.

Section 195-4B of the noise law sets the working day: construction equipment and power tools may run from 8:00 a.m. to 7:00 p.m. on weekdays and from 9:00 a.m. to 6:00 p.m. on Saturdays. On Sundays and holidays nothing that can be heard beyond the property line may run, and outside the permitted hours power tools may be used only indoors. A dumpster on a village street needs the DPW/Right of Way application. The Board of Architectural Review receives permits for construction, reconstruction and exterior alteration under section 301-5A, and an interior-only bathroom is not on that list. A new or enlarged bathroom window is, through the Village's separate window application, and the department's FAQ adds that every window replacement needs a building permit.

Flooding in Larchmont mainly takes place within the Special Flood Hazard Area, according to the village's annex to the County's 2021 hazard mitigation plan. The annex's FEMA figures, dated July 2021, count 246 flood insurance policies, 433 claims and 44 repetitive-loss properties, and its mitigation list names areas including Shore Drive, Cedar Island, Bay Avenue, Flint Avenue and Pinebrook Drive. Chapter 337 appoints the Building Inspector as local administrator and requires a floodplain development permit for development in that area. An improvement costing 50% or more of the structure's market value is a substantial improvement, and in an A zone the lowest floor must then be at least two feet above base flood level; new and replacement plumbing connections may not sit below the base flood elevation. We read the flood map for the parcel before we scope a bathroom near the shore.

The Village of Larchmont Water Department buys its water wholesale from Westchester Joint Water Works. Its source is New York City's Catskill and Delaware aqueducts, reached through Shaft 22 of the Delaware Aqueduct in Yonkers; the water is fluoridated and chlorinated at Kensico Reservoir and passes through the city's ultraviolet plant at Grasslands. The Village's 2025 water report puts the lead 90th percentile at 7.4 micrograms per liter and notes caustic soda for pH and a blended poly-orthophosphate. It prints no hardness figure; New York City's 2025 report averages two grains per gallon for its own system and counts up to 3 as soft. Larchmont belongs to the County's New Rochelle sanitary sewer district, the subject of a 2025 state law. The New Haven Line station has elevators and a ramp, and Flint Park, at the end of Locust Avenue, is the largest park in the village.

Does my Larchmont bathroom need a permit?

Inside the village, plan on one. The Building Department's FAQ says yes for bathroom alterations, and the plumbing and electrical work each need a trade permit on top of the building permit. Plan review normally takes about three weeks after any board approvals, depending on the department's workload, and changes made after the permit issues go through the Village's amendment form. We put those weeks into the schedule in the contract.

My house is on Weaver Street. Which office issues the permit?

The Town of Mamaroneck. The Village's roads list puts Weaver Street, Murray Avenue, Lakeside Drive and Bonnie Way in the unincorporated Town, and it warns that some bisected properties and parcels without street numbers may not be captured. The Town's building law wants three copies of the plans and specifications, a survey of the lot and an estimate of the total cost; a Town permit lasts a year, extendable twice by six months. We file with whichever office holds the parcel.

What does the Village charge for the permits?

The Village's FY 2026-27 schedule took effect on June 1, 2026. It sets a residential application fee and a permit fee scaled to each thousand of construction cost, with separate plumbing, electrical, certificate and dumpster fees.
