Section 210-8E of the Village's Peace and Good Order chapter prohibits major alteration or repair of a building except between 8:00 a.m. and 6:00 p.m., Monday through Friday, and not on any weekday that is a state or national holiday; Saturday and Sunday are not among the permitted days. The one exception is urgent necessity, and it takes a permit from the Superintendent of Buildings, renewable for three days or less at a time while the emergency lasts. Chapter 112, adopted in 1996, requires a separate building permit before any alteration, applied for on the department's forms with duplicate copies of plans and specifications drawn to scale. A permit authorizes the start of work for six months; it expires one year after issue if a substantial start has not been made, and two years after issue unless the work is complete. The Board of Trustees sets the fees by resolution, and section 112-22B doubles every Building Department fee, including the certificate of occupancy fee, when work begins without the required permits. Chapter 222 decides who may touch the pipes and the wiring. Most Bronxville houses were begun long before January 1, 1974, the cutoff in Industrial Code Rule 56, so an asbestos survey of the rooms being remodeled comes first; the Superintendent of Buildings receives a copy, and a second copy is kept at the house until the work ends. The Lawrence Park Historic District, roughly bounded by Side Hill, Prescott, Kensington, Garden and Chestnut avenues, Maidens Lane and the Valley and Pondfield roads, was listed on the National Register in 1980, with periods of significance running from 1875 to 1949. The Village's Design Review Committee, five advisors and two alternates, reviews what the Planning Board refers to it, and applications for detached single-family houses permitted as of right are exempt from that article. On the street, building materials or equipment may occupy part of a street or sidewalk for no more than two hours while attended; longer use needs permission from the Superintendent of Public Works, so we time deliveries of tile and stone to be carried straight in.
Flood rules sit in Chapter 156, adopted in 2007, with the Superintendent of Buildings as local administrator and FEMA panels 36119C0329F and 36119C0337F, effective September 28, 2007; work costing half the building's market value or more is a substantial improvement. The Crawford Drainage Basin Improvements, led by the Village with the Town of Eastchester, call for open stormwater channels, detention areas and a new underground stormwater pipe to reduce recurrent flooding in residential neighborhoods and around a local elementary school. Rate District 1 of Veolia Water New York, the district that also serves New Rochelle, supplies the village with water bought from New York City's system. Bronxville station is a Harlem Line stop between Fleetwood and Tuckahoe, the Pondfield Road post office joined the Register in 1988, and the Bronx River Pathway runs 11.2 miles from Palmer Road to Kensico Dam Plaza.
