Cost vs Value's 2025 midrange model updates a 5 x 7 foot bath in place; its upscale model grows a 35-square-foot room to 100 square feet and relocates every fixture, which is why the New York, NY figures run from $30,376 to $90,686. Moving plumbing is the swing item: Angi's 2026 guides price relocating a fixture 3 or more feet at $500 to $1,000 and moving a toilet at about $3,000.

New York labor
Labor is 40% to 65% of a bathroom budget in the Angi, HomeAdvisor and Fixr guides, and it costs more here. The Bureau of Labor Statistics' May 2025 release puts construction and extraction pay in the New York metro, which includes Westchester County, about 26% above the national mean, and O*NET's 2025 medians put plumbers there at $37.79 an hour against $30.67 nationally. Angi's New York City shower page lists plumbers at $150 to $250 an hour and tile installers at $60 to $120.

Stone and slab
HomeGuide's marble guide prices Carrara slab at $40 to $50 per square foot and Calacatta at $175 to $200, material only, and its stone guide puts quartzite countertops at $65 to $150 installed. Angi's New York City tile page puts installed marble at $25 to $90 per square foot against $20 to $70 for porcelain. A stone floor also needs framing stiff to L/720, twice the stiffness that ceramic tile needs, which can add a second plywood layer.

Glass, valves and fixtures
The systems behind the walls carry their own ranges. HomeGuide prices a thermostatic shower valve at $250 to $900 installed against $150 to $600 for a pressure-balancing valve, a custom frameless shower door at $1,400 to $3,300 and a wall-hung toilet at $600 to $2,400 installed. Angi adds $100 to $500 for thicker glass. Half-inch glass, a thermostatic valve with separate volume controls and an in-wall carrier move a room toward the top of the table.

Hidden conditions
Opening walls and floors can uncover water damage, mold, and plumbing or electrical updates that become necessary, as Angi's guide notes. HomeGuide advises a 10% to 20% contingency, Fixr builds a 5% cushion into its budget split, and Angi prices hidden water damage at $3.75 to $7.00 per square foot. In New Rochelle, old tile, cement or other nonconforming drainpipe must be replaced once it is uncovered, and Industrial Code Rule 56 calls for an asbestos survey before work starts in a building begun before January 1, 1974.

Permits and fees
Under City Code Chapter 133, amended through December 2, 2025, a New Rochelle building permit for a one- or two-family house costs $95.00 for the first $1,000 of construction cost and $13 for each additional $1,000; an electrical permit for alterations is $100.00 for up to 20 outlets, and a certificate of occupancy is $75.00. Cost vs Value 2025: New York, Middle Atlantic and national
Remodeling magazine's 2025 Cost vs Value report, released September 18, 2025, builds its job costs from Verisk's XactRemodel estimating data and BLS installer wages, and its resale values from a survey of more than 6,000 Realtors. For a midrange bath remodel it gives $26,138 nationally, $30,158 for the Middle Atlantic region and $30,376 for New York, NY, about 16% above national. For an upscale bath remodel the figures are $81,612, $90,090 and $90,686, about 11% above. The universal-design bath, the report's model for an accessible bathroom remodel, runs $42,183, $46,763 and $47,052. Resale recovery is lower here: a midrange remodel recoups 76.5% of its cost in New York, NY against 80% nationally, and an upscale one 40.1% against 41.7%.
The upscale model leaves out much of what a high-end New Rochelle bath includes. It grows a 35-square-foot room to 100 square feet within the house, relocates all fixtures, and includes a 42 x 42-inch neo-angle shower with ceramic tile walls and a frameless glass enclosure, a freestanding soaker tub, a stone countertop with two sinks, a compartmentalized toilet, a humidistat-controlled exhaust fan and electric in-floor heating. It has no steam unit, no stone or slab walls, no wall-hung toilet and no curbless shower, so a room with those items sits outside the table. The midrange model updates a 5 x 7 foot bath with a 30 x 60-inch porcelain-on-steel tub, a pressure-balanced shower control and a ceramic tile floor. Where the money goes in Westchester
Labor first. The Bureau of Labor Statistics' May 2025 release for the New York-Newark-Jersey City metro, which includes Westchester County, puts the all-occupation mean wage at $41.50 an hour against $33.54 nationally, and construction and extraction pay about 26% above the national mean. O*NET's 2025 medians for the metro put plumbers at $37.79 an hour against $30.67 nationally, electricians at $37.99 against $30.38, and tile and stone setters at $29.52 against $26.77. The New York State Department of Labor's figures for the Hudson Valley region, which includes Westchester, put the mean plumber wage at about $84,583 a year. These are wages, not billing rates: Angi's New York City page lists plumbers at $150 to $250 an hour, a rate that carries overhead, insurance and profit.
Materials and systems make up most of the rest, and the high-end items carry their own published ranges. Fixr's 2026 marble guide lists Carrara at $40 to $100 a square foot and Calacatta at $175 to $400, material only, and Fixr puts quartzite at $80 to $210 a square foot installed. Glass scales with the enclosure: Fixr prices frameless walk-in doors at $900 to $2,300 and a steam shower's door, panel and transom at $3,000 to $6,000. A steam generator runs $600 to $2,500 in Angi's 2026 guide, a wall-hung toilet $500 to $2,000 installed in Fixr's 2026 table, and electric floor heat $8 to $15 a square foot installed. How to read a quote: sales tax, the contract and deposits
New York taxes repair work and does not tax the charge for a capital improvement. Under Tax Bulletin ST-104, a capital improvement substantially adds value or prolongs the property's life, becomes part of it, and is meant to be permanent; Publication 862 lists the complete remodeling of a bathroom, including the toilet, tub and vanity, as one. When you sign Form ST-124, the Certificate of Capital Improvement, no sales tax appears on your bill, and the contractor keeps the form and pays tax on the materials instead. Repair work is taxable: replacing a faucet or a shower head on its own is billed with sales tax on labor and materials, at 8.375% in New Rochelle under Publication 718, a rate that includes three-eighths of a percent for the Metropolitan Commuter Transportation District. A stand-alone design fee is taxable too, under Tax Bulletin ST-400.
The contract itself is set by New York's General Business Law section 771: it must be in writing and signed, and it must give the contractor's name, address, telephone number and license number, the approximate start and completion dates, a description of the work and materials including make and model, the price, a mechanic's lien notice, an escrow notice, and a schedule of progress payments tied to stages of the work. You may cancel until midnight of the third business day after signing. Under Lien Law section 71-a, payments received before substantial completion go into an escrow account in a New York bank within five business days, or the contractor posts a bond. How much does a bathroom remodel cost in New Rochelle?

Do I pay sales tax on a bathroom remodel in New York?
Not on a full remodel documented as a capital improvement. Publication 862 lists the complete remodeling of a bathroom, including the toilet, tub and vanity, as a capital improvement, and when you sign Form ST-124 at the start, no sales tax appears on your bill; the contractor pays tax on the materials when buying them. Repairs are different: replacing a faucet or a shower head on its own is taxable, at 8.375% in New Rochelle under Publication 718. A separate design fee is taxable under Tax Bulletin ST-400.
How much should I pay before work starts?
Westchester County's Department of Consumer Protection advises avoiding contractors who want more than one-third of the total before work begins, and NARI's contractor checklist says to avoid paying more than 25 to 30% up front and to tie progress payments to completed milestones.
